What property managers should ask a pet waste company

Before you sign a vendor agreement for your HOA or apartment complex, you need to verify their insurance, hiring practices and reporting standards.

When an HOA board or a property manager decides to outsource their community’s pet waste removal, they are trusting a vendor with the appearance of their shared spaces. In the Las Vegas valley, where master-planned communities have strict landscaping standards, hiring the wrong company leads to resident complaints and wasted budget.

Before you agree to a commercial schedule, you need to ask specific questions to check the company operates professionally and transparently.

Can you provide a certificate of insurance?

This is the non-negotiable first question. A commercial vendor is bringing technicians onto your property to perform physical labor. If they cause damage to the landscaping or if an incident occurs on site, you need to know your community is protected.

A legitimate company carries active general liability insurance and will supply their current certificate of insurance upon request. If a vendor hesitates or cannot produce this documentation, do not allow them on your property.

Do you use W-2 employees or contractors?

You need to know who is walking through your gated community. Many gig-economy services rely on independent contractors to handle the routes. This often results in a revolving door of untrained workers who do not know your property’s specific layout or rules.

Ask if their technicians are W-2 employees. At Quail Scoop, we only use direct employees. Every technician passes a background check and a driving record check before they ever step onto a route. They wear marked uniforms and ride in marked vehicles, so your residents always know who is working in the community. Furthermore, we assign a named route technician to your property so they learn the layout.

How do you report your service?

A property manager does not have time to walk the trails every week to verify that the waste stations were actually emptied. You need a vendor that provides proactive proof of service.

Ask how they document their visits. We maintain detailed written service records for all our commercial clients. At the end of the billing cycle, we email a monthly service report that details the dates of service, the stations emptied, and any hardware issues noted by the technician.

Do you require an on-site walkthrough?

Beware of a company that offers a flat commercial price without ever seeing the property. A map review is a good start, but it cannot show where the actual heavy traffic areas are, or the condition of the existing waste stations.

A professional service will require an on-site walkthrough before submitting a written proposal. This makes sure the quoted price and the recommended schedule, whether weekly or daily, actually match the needs of the community.

What are the contract terms?

Commercial agreements require clarity. Ask about the length of the contract and the cancellation policy. We operate under a standard twelve-month commercial agreement, but we include a thirty-day cancellation clause to mean the HOA board maintains flexibility. We invoice on standard net 15 terms, aligning with typical corporate accounts payable processes.

By asking these questions, you verify the vendor you hire will actually solve the waste problem rather than creating new administrative headaches.
